Support African governments in their efforts to give high priority to the building of national and regional capacities in the area of science and technology, through the formulation of sound and effective national policies for education and training in science and technology for development, as well as in networking of regional and national institutions and centres of excellence. In this regard, We call upon African governments to devote at least 1% of their GDP to the development of these areas.”
