“The ACP Ministers of Education…hereby adopt the following priorities for action...

...5. Develop programmes to promote the exchange of experiences and know-how in the field of education and the mobility of students and teachers in ACP regions and the regions of our Development Partners, such as the creation and sustainability of an ACP window in the EU’s ERASMUS MUNDUS programme, and call on the EU Member States to facilitate and simplify the granting of visas to ACP students, while ensuring overall non-discriminatory treatment.

6. Set up programmes for South-South cooperation in the education sector, such as the “Cuban Literacy Programme.

7. Work with the existing regional centres and networks of excellence to enhance their linkages with the productive sectors, particularly the private sector.

8. Create national programmes designed for the ACP diaspora as well as relevant databanks aimed at capitalising on the contribution of human resources by promoting the mobility of skills.

9. Ensure the equitable allocation and optimal utilisation of the ACP-EU Programme on Higher Education (EDULINK), and the effective participation of ACP States therein.

10. Set up a decision framework aimed at implementing reforms to bring the training institutions of the ACP States in line with international standards for diploma, degree and qualification equivalencies.

11. Develop and review all the policy frameworks necessary to ensure that national educational institutions give priority to the recruitment and maintenance of staff when establishing budgets, and make available satisfactory facilities for professional development, training and learning.

12. Design and review curricula that meet the needs of ACP States for economic, social and cultural development.

13. Promote the implementation of technological and scientific research programmes with the aim of ensuring sustainable development in ACP States.

14. Develop programmes and activities to ensure improvement of the quality, supervision, and assessment of all training programmes in the education systems.

15. Institute and promote the use of Information and Communication Technologies (ICTs) in the learning and training programmes of educational institutions at all levels, while ensuring the quality of on-line education.

16. Work actively to ensure that gender disparities in education programmes are drastically reduced in line with the Millennium Development Goals (MDGs), and to promote educational programmes for vulnerable groups, including minorities, people with disabilities, orphans and communities in post-conflict situations.

17. Involve Non-State Actors (NSAs) in the implementation of educational policies and programmes.

18. Work closely with the National Authorizing Officers (NAOs) and Regional Authorizing Officers (RAOs) to ensure that resources from the European Development Fund (EDF) are allocated to ensure the achievement of coherent national education and learning goals, in the framework of the National Indicative Programmes (NIPs) and Regional Indicative Programmes (RIPs), particularly during the forthcoming end-of-term review of the 9th EDF and programming for the 10th EDF.

19. Implement the appropriate mechanisms to deal with the problem of mutual recognition and equivalence of diplomas and degrees issued by our educational institutions in line with our desire to promote the movement of workers under Mode 4 of the GATS.”

...3. Develop mechanisms and incentives aimed at promoting innovation in tertiary education institutions to ensure that their output is competitive in the global economy.

4. Establish national regulatory frameworks as well as national and regional quality assurance systems to serve as guiding principles for providers of tertiary education."

“The ACP Ministers of Education…hereby adopt the following priorities for action...

...1. Mobilise the resources needed to ensure that effective education policies and plans are fully integrated into the national and regional poverty reduction action plans and programmes, taking due account of the opportunities offered by the Education for All Fast Track Initiative Partnership.

2. Ensure that Regional Educational Frameworks used in ACP regions enhance their basic education programmes with a view to attaining the Dakar Goals for Education for All, through the effective use of European Development Fund (EDF) resources available in the Regional Indicative Programmes (RIP) and the Intra-ACP Cooperation envelope.”
